This is true, but not at all, because many of this unused pools are provided when the cost was 0€ (before the IP exaustion). Then, you have got socialist IPs. You want convert you socialism IPs in capitalism IPs? Ok, pay for it. What is now the cost of a /24? 1500€? Then, pay it and you can remain this unused IPs in your LIR for unlimited time. You don't want to pay? Sorry, but I need this IPs now to continue making Internet biggest. Internet is a open system/service, more socialist than capitalist.
