[members-discuss] [ncc-announce] [news] Board Resolution to Suspend Creation of Multiple LIR Accounts

Of course there were not any notifications. I suppose, that main reason 
to run with such decision so fast is the fact, that somebody during GM 
just asked to open simultaneously for example 64 LIRs to get /16 
equivalent in one shot. Expensive, but plausible.
