I'm not that sure anymore, the AS transfer policy is being implemented 
and ASN16s will soon have a value once the free pool is depleted.

Vanity ASNs already have a value...

It would be nice, but I doubt ASN16s will find their way back to the NCC 
once the transfer policy is implemented.
