More to the point, the voting mechanism for the 2013 charging scheme was
structured so that all of the new proposals explicitly wrote out charging
for ASNs.  This meant that the only way to retain charging for ASNs was for
the NCC membership to reject all of the new proposals and default back to
the ancient, byzantine charging mechanism:

I.e. there was not a viable option for the membership to express an opinion
either way on charging for ASNs.
