My point was not about this. There was complaints that RIPE NCC performing bad when registering LIR's. I just wanted to say that given that example, there is no reasons to complain on RIPE NCC in given aspect. Considering your question. As I know, Lugansk is not a part of Russia. It is not me, who have written such address, I do not why they have done it. More to say I found it confusing that it is in Lugansk, but states that it servicing DNR. But I have a little information about what interrelations they have. Do not want to justify somebody, but it is entirely possible that this is only option for them to receive mail in Lugansk.
