[members-discuss] Promote the use of IRC

Hi,
i think this is good idea to have a place for chit-chat, quick 
discussion, community based help-channel.
But i'm not sure, if IRC is the best way for this.
(for example, if your client was disconnected/turned off you cannot 
track back the conversation)

Maybe Ripe should create an invite-only facebook chat? Or even more a 
website for this, with native app for Android/iOS ?
