If I have no other data, this is the language attribute of the browser coming from that IP-block. No, there are no rules concerning where the IP address blocks are actually used. But, I'll give you another example if that calms your mind. https://stat.ripe.net/93.93.96.193 Map says Oslo, Actual location is Amsterdam.
