Based on my experiences, live.com (Hotmail) is one of the most difficult destinations to deliver email to. Despite following every single guideline they publish, our mail was routinely marked as spam. I think your problems are probably not related to the netblock you're using, but instead are related to Microsoft's over-aggressive spam filters. What we eventually did, on many peoples' recommendation, was to sign up with a "reputation service", like ReturnPath (http://www.returnpath.com/). For a fee, they will tell Microsoft that you're good people, and not spammers (yes, that's really all that they do, but it works). Is it corrupt? Yes, probably. But that seems to be the price to pay if you want to deliver mail to Hotmail, as nothing else we've tried seemed to help. Good luck!
