[members-discuss] resource requesting service

Hi

I have an advice that maybe it will be good to have a resource requesting
service, so people need resource can list their request on the listing
service(just like the one listing for sale), not only the person do not
need the allocation, but also person like to have the allocation, it would
be very useful. How everybody think?
