Democracy > drinking at the end of the day... The proxy attach could 
conceivably be thwarted by requiring n individual members - they could 
possibly register their support for an agenda item ahead of the actual
AGM.

Do Not Like. This harbours the possibility of a "golden circle" of 
"Friends Of The Board" with access vs those who don't have that access. 
I've seen that in national politics often enough.
