I think you confuse a lot of things here and your information is flawed, these are *not* RIPE objects, these are ARIN spaces which just happen to have a route and inetnum object in the RIPE DB (see ARIN DB, which is authoritive for HP and Daimler networks)... 

You also confuse Pre-RIR with RIR space, Both HP and Daimler have zero obligation to return this networks (sure, it would be nice if they do, but they don't need to).

PS: 15.0.0.0/8 HAS a route, AS71 (HP-INTERNET-AS) - The Daimler /8 is announced as well, and so is the WIND Legacy (151.3.0.0/16 and .4-.95.0.0/16 on AS1267 ASN-INFOSTRADA)
