If  spam-protection  and  long  list  of allowed hosts are the reasons
behind the fee, then surely each interested LIR may ask for addtion of
one  IP  address  for free, and to make sure they actually need it and
use  it,  if  not  used  for more than 28 days, request has to be made
again after automatic removal. Right? ;)
