From here, you can add or remove addresses. Back to the IPv4/IPv6 issue at hand, however, my cynical belief is that if RIPE LIRs were charged membership fees proportional to their IPv4 consumption then the massive national telcos will hand back a large amount of v4 space and NAT444 everyone.
