It's not advertising. RIPE NCC doesn't advertise. But it does do a lot of work (as do the other RIRs) on explaining to Govts and other bodies that the internet works quite well as it does and that the whole thing shouldn't be handed over to the ITU (which is a serious threat, although less serious than it was, largely due to the work that RIPE et al have been doing).
