First, when IP were rarely used, a lot of companies got huge assignments 
because the ocean was so huge.
Now that ocean has becomed smaller, who is wasting water must pay for 
what he consumes.

Second, It is not acceptable that a company using 16 /21 IPv4 blocks is 
charged as one which uses 1 /21 block, just because the latter started 
later his business.

This can remind a 'trust' protecting old players against new players.
