As a small LIR I like this idea too.

However it does ignore the fact that for RIPE, a membership account
will carry a fixed cost (administering that membership) and a variable cost
(the number of IP addresses allocated).

So large ISPs could argue that the below is not exactly "fair" because
there is more than the number of IPs allocated to consider in the overall
cost of membership.
