There are for example things such as non-commercial internet exchanges - the SwissIX for example comes to mind. The SwissIX owns a PI /24 IPv4 network, a /64 IPv6 network and an aut-num for the route server. Since all fiber and switches are sponsored by association members, the connection fee is 0.- With the advent of the new charging scheme, RIPE now suddenly does want (they refuse to make an exception as far as I know) to charge SwissIX the regular fee for PI ressources - which sums up to EUR 150.- per year as far as I can tell. This is not something which can be "reclaimed" from a customer, though - it is simply money a free-of-charge non-profit internet exchange does not have. (And SwissIX is not totally negligible - after all, the 10 locations which are distributed over 2 countries are currently exchanging an aggregated 5 Gbps. With the opening of two new sites in Basel, this won't go down either.) Following your suggestion would mean to ask all non-profit internet exchanges to become profit oriented. I don't see the point in that though. Kind regards, Tonnerre PS. Hello to all those out there who do not want to receive this mail.
