Dear Vesna, Unfortunately this paper has been published in a short form only in Russian, our translation is available on http://arxiv.org/abs/1003.0190. Once we publish this work, I will send a link to it. Currently we began to research percent of optimal routes based on RIPE Atlas data. The basis of this research is comparison of minimum delay and geographic distance between autonomous systems. We need at least six months to analyze the data.
