If you move up high enough in the routing hierarchy, your downstream customers might want that information, and then you have to carry full tables. Nevertheless I see no good reason to take this option away from people that might benefit from it. If you don't want to use it, there's no big difference in doing the allocations "by regions" (however they might look in the end - I'm not talking about countries, and yes, some border line problems exist) or "just across all regions".
