The current definition is fine for the purpose we have: special-case, non-routeable (at least not guaranteed to) IXP address space. There's no big gain for an enterprise trying to cheat to get such a prefix For the proposed purpose - to get IXPs some sort of PI space - it's different - enterprises want PI, and if the only way they can get it is to claim to have setup an IXP, chances are that some will do. This is why we have to be careful here.
