Once technical means fail, it's no longer a problam technical means can solve. Rewriting the rules of how the IRR's work is not a scalable solution. Clue distribution is always preferrable, but ultimately this is a business world and sometimes you have to revert to the age-tested tools society has developed for resolving disputes.
