indeed.  and it is not at all clear any link is needed.

yes.  details of dealing with technical matters and disputes where
private information is exchanged.  e.g. occasionally confidential
data are disclosed for protocol number allocations.  jon postel
preferred not to air the internal squabbles of country X over fools
who thought cctld admin was a power, as opposed to responsibility.
