The problem seems to be more related to that fact that most members of the RIRs have dayjobs and they increasingly care about running their own businesses. They have very little spare time to participate in the policy making process so they have very little choice but to accept the policy as proposed by the RIR because they don't have the resources to come up with their own proposals.
