Why would that be an acceptable solution ?
What happens if the LIRs all decide that they will not pay ?
What happens if the subscribers decide that they will not pay ?

What happens if the LIRs decide to deal directly with ICANN ?
An LIR should easily be able to get some /8s to lease.
Why are only certain companies allowed to be ICANN customers ?
Do all of these companies pay the same for their /8s ?
