You can't have a PA allocation unless you're an LIR as far as I recall (I thought you could but I think someone mentioned you could only get a PI assignment rather than a PA allocation) so it would be detrimental. This is in effect what SMALL, MEDIUM and LARGE is about I guess.. I'm not sure however that we will benefit from the increased level of fees, but I would have to look at it more closely.
