Implementation of Global IPv6 Policy

Well... that's one way to view it, of course.  

One could as well say "everybody has been struggling with the stupid 
IETF/IAB /48 rule and the fact that the ARIN region is disinterested 
enough in IPv6 to be conservative to the point of stagnation..."

Neither is really helpful.
