How about simply "PI space should not be assigned." (if not to an end-user, then to whom?) ;-) However, you request PI space from a LIR. Why not request in-addr.arpa delegation from this same LIR at the same time? Once the delegation is in place you are free to change provider as much as you like but there is no reason to change the DNS setup (after all, you've got yourself PI address space and your master nameserver's in that space, isn't it?)
