If ISP X want to be on AMS-IX, you give an IP from the /64. And the ISP gives you a /48 and transit. There is still the multihoming problem, with a little change : AMS-IX will have a lot of upstreams. You have independance and neutrality for your transit. The /64 is given directly by the RIR : you have independance and neutrality for your IP adresses The /64 has not to be routable globally.
