If I remember correctly, it explicitely says that this "special IPv6 space" MUST NOT be used for anything not related to IPv6 root operation. So if an organization runs a root server, they would have to have two distinct IPv6 prefixes for "root DNS related" and "all our other stuff". If they use the same IPv6 space for both, they will experience pain, but the proposal explicitely says "do not do that". So if the root server goes away, this special prefix goes away, and the "normal" address space is *untouched* - which makes Randy agree with Joao, in a way: if we do it the "old" way, we can't take the IPv6 address away - but that is not what Joao is proposing.
