network transfer

Hello,

the german Internet and DSL provider RIODATA
has requested insolvency 3 weeks ago.

We (COLT Telecom) plan to take over a huge part of their
customers. Some customers have already switched their
connection to us.

My question is now, whether it is possible (administratively
and policy-based) to take over a part of RIODATA's IP addresses.
RIODATA is owner of the 62.16.128.0/17 network.

If it is possible, what have we and RIODATA to do now ?
