What is the set of information necessary to justify these assignments ?
Does a big ISP have to justify in advance and for each residential customer 
(10s a day) that the customer will use one address for the PC, one for the 
oven, one for the security webcam, and so on and so forth?
Is there any other way that may make the process more efficient ?
