Sure, this is true. But you've missed my point. Unless RIPE chooses to
decide the network architecture for ISPs - which it has never done before,
and is surely unenforceable - these remain recommendations at best.

yes, they do - they follow the DHCP expectations and use 169.254.0.0/16
(see http://www.ietf.org/internet-drafts/draft-manning-dsua-06.txt)
but that is a block that should never be routed.
