It is explained in the ps version of the ripe-143.
Get the postscript from ftp://ftp.ripe.net/ripe/docs/ripe-143.ps and

The charging scheme is retro-active and the only thing to avoid going up
in billing size the next year is too assign IP addresses conservatively. 
Remember you *assign* addresses to customers not *allocate*.
