LIR 34.11 Discuss moving IPv6 policy matters to lir-wg

I think it was indeed appropriate to take care of IPv6-specific issues in the framework of the IPv6-WG, in particular as long as we are/were living in a test-bed kind of environment. (Btw, 6Bone issues, as well as technical issues should still remain with the IPv6 WG) However, as LIRs now can request IPv6 address space *for production use* in much the same way as IPv4 addresses, there's not too much "special handling" requirements left, I suppose.
