So either you have the feeling a LIR understands what it is about and you give them a reasonable assignment window (/25 or something) or you don't and you keep them on 0. I agree with stephen that something in between doesn't really help. Experienced people is difficult to see at a new LIR, or do you want some 'hostmaster certificate'? A new LIR doesn't have many request mostly and it will soon be clear they understand, so the AW will be raised fast. Regards, Andre
