Draft minutes from LIR-WG at RIPE 31 in Edinburgh

Dear Local IR Working group members !

I apploogize for having kept such a low profile and not fulfilled basic
duties as even posting minutes to the list. I hope I will be able to correct
this in the future.

Please feel free to mail comments, additions and agenda items for the RIPE
32 LIR-WG meeting to me as soon as possible. I'll try to have a  draft
agenda put together by thursday.

		considering changing minimum allocation from /19 to /20
		RIPE NCC Statistics shows that only 20 % uses less than
		a /20 after a year, and we do plan in a 2 year perspective
