That may well be the case with Demon Internet, who allocate a fixed IP address per customer, but for ISPs like ourselves at Global who use dynamic addressing, a /19 is fine - I've just renumbered my network to handle the next 37,500 dialup customers using one half of our /19, the only reason I shall need more in the next couple of years is if we sell lots of large leased line setups, that all need their own IP space.
