TLD admin mailinglist

It has been said a few times at the 24th RIPE meeting in Berlin that a
mailinglist for Top Level Domain adminstrators has not been created yet.
(Action point 23.2 was still considered open.)

This is not true, however. The mailinglist was set up in the week
after the 23rd RIPE meeting. The announcement of this has been sent to
the DNS working group mailinglist.
