Registry Folks; This is the part that bothers me about the change in assignment policy. When the InterNIC says "route-ability of your independent address assignment is not assured" together with "and the blocks we assign to service providers are assigned with no strings attached to assure global connectivity" the Registry is giving over a significant part of its raison d'etre and inviting someone else to come in and restore order if things get too messy. The IR must not take the position that service providers may allocate from their independent block assignments in any manner they choose and without any requirement to honor the independent assignments of others, including the IR. The IR must put terms and conditions on global routing along with the granting of rights to allocate from address blocks. Without some acceptable terms and conditions on assignment coupled with route-ability assurances, there will be too much latitude to screw up global routing and the significant risk that someone else will step in to help fix the problem in future. I am not arguing against the need to control the size of the global routing table. I am arguing that there need to be carefully laid out rules for how it will be managed and the only hook to accomplish that is with terms and conditions attached to the assignment of address blocks. There needs to be an explicit link between block assignment and global route-ability.
