RFC1400 on Transition of Registration Services

Hmm.  I read the memo as describing a transition from DDN-NIC to the
Internic registration service.  I didn't assume that that implied any
change to existing delegations, but then maybe i know too much to see
how the uninitiated would interpret it.

In any case, we can certainly have another memo to clarify the delegation
aspect of things.
