Yes, there also have been other governments with promises in 2010 to start rolling out IPv6. If you take a look at the progress today it is still not there where I personally would have expected it 14 years after the announcement ;-) When someone decides to do something there can always happen things that ruin the entire plan. I think most of us already had some technical issues when rolling out IPv6 and thought "Am I the first person who is using this feature?!". Let's hope the announcement will make at least some progress anywhere. And if that announcement only leads to more IPv6 activities somewhere else that also helps!
