(It's a conjecture but) I find it plausible that Google does some network engineering in various regions, including the one serving NL, and selectively turning IPv6 on/off for stuff they serve. If what the Google stats is shown what percentage of traffic *to them* is on IPv6, then these changes may cause the stats to change. "Geoff's ads" are offered by Google but served by Geoff's infra, which is not Google's so it is unaffected.
