Recommendations -- ITU’s final standards publications -- are freely available. If you know a member and they have a TIES account, they should be able to get hold of the documents you’re looking for. Though I’m not sure if they’re supposed to circulate them to non-members. FWIW there appear to be 4 Greek ITU members: https://www.itu.int/online/mm/scripts/gensel9?_ctryid=1000100608&_ctryname=Greece
