[ipv6-wg] New on RIPE Labs: 10,000 LIRs with IPv6 Resources

Nearly old enough to drink beer, this stuff :-) - and indeed, this has been
a bit of a fight to reach the IPv6 address policies we have today, which 
seem to mostly work for everyone.  Quite an achievement, and thanks to 
everyone involved ;-)
