The vendors follow the process of the changing and evolving document and notice when a document number changes. The poor guy at the enterprise does not follow the RIPE process closely or maybe not at all. He just does not notice when a new document comes out and they still work with the old document. I agree with Gunter and his argument about the vendors is of course very valid. I did not see this aspect, sorry.
