For some funny reason, everybody wants to be EIX-WG co-char, indeed :-) For APWG it's more along the lines of "if somebody brave enough volunteers, and there is no objection from the community, he gets to do the work". So your description matches the "not fully established, not so formal" process for these two WGs quite well.
