Getting IPv6 address (as a LIR) is as easy as it gets. Fill in the template, send to hostmaster at ripe.net, get address space. I've just done it with a new LIR, and no single question(!) got asked. The counter argument in the discussion we had in the APWG list regarding similar proposals was "what good is it going to do, to allocate address space to people that won't use it" - because if they *want* to use it, getting it is really easy.
