[ipv6-wg] Proposal for new charter

Joao,

Apologies for being so quiet on this in the midst of the discussion.
Rest assured, I have been following it with great interest. However, I
am traveling, so a bit distracted at this moment.

I will review all of the discussion again, and produce a new version
today ("today" ending at midnight in California).
