[ipv6-wg] Proposal for new charter

s/deal with/handle/ or s/deal with/manage/ ?

I'm missing a point on "swapping (painful) lessons learned" although that
could possibly be seen under education. To me, the latter point tastes
a bit too much of "we know the answers, here's the FAQ" to cover that.
