The solution for the above can easily be solved by using DNS or a myriad
of other solutions. Either you give all those devices a DNS label where
they can contact their 'report server' or you give those devices the
ability to register to that server. There are many possibilities here
and none of these require any specific address space.

I suggest you check out mail spam bots and viruses. They implement this
all too perfectly well.
